Planning application for a wind turbine at Tremaine Farm, Pelynt refused...


REASONS GIVEN FOR REFUSAL:
  1. Notwithstanding the contribution that this proposal would make towards targets for the production of renewable energy, in the absence of sufficient supporting information to describe the likely heritage impact of the proposal - particularly with regard to buried heritage assets in the vicinity of the site - it has not been adequately demonstrated that, were this development to go ahead, any harm to historic assets would lie within acceptable parameters. Accordingly the proposal conflicts with the NPPF (2102) - particularly paragraphs 17 and 128, the DCLG document 'Planning practice guidance for renewable and low carbon energy' (2013) and Saved Policies REN1 and REN2 of the Caradon Local Plan 1999.
  2. It has not been adequately demonstrated that, were this development to go ahead, the erection and operation of this turbine would not cause the unacceptable degradation in levels of aviation safety. Accordingly the proposal conflicts with the NPPF (2102) - particularly paragraph 44, the DCLG document 'Planning practice guidance for renewable and low carbon energy' (2013) and Saved Policy REN2 of the Caradon Local Plan 1999.
  3. This turbine, were it to be installed, by reason of the levels of noise and shadow flicker it would generate would unacceptably degrade the levels of amenity currently enjoyed by occupants of dwellinghouses adjacent to the site. As such, it would conflict with the NPPF (2102) particularly paragraphs 17 and 109, the DCLG document 'Planning practice guidance for renewable and low carbon energy' (2013) and Saved Policies REN1 and REN2 of the Caradon Local Plan 1999.

Have your say on future for renewable energy in Cornwall...

Residents are being asked for their views on a series of documents which will guide development on renewable energy schemes in Cornwall over the next 20 years.

Cornwall Council has drafted the documents to provide guidance on future wind energy and large scale photovoltaic developments for developers, planners and landowners. Members of the public can have their say on the documents as part of a consultation taking place from Friday 8 November until 5pm on Friday 20 December.

“We recognise the opportunities which Cornwall’s unique landscape offers, and the benefits of renewable energy generation,” said Councillor Edwina Hannaford, Cornwall Council portfolio holder for Environment, Heritage and Planning. “However, the development of renewable energy generation installations across Cornwall needs to be managed carefully to achieve the greatest contribution towards our energy needs, while at the same time ensuring that the important characteristics of the Cornish landscape are not unacceptably harmed.  “The guidance will provide an extremely useful tool to help ensure all relevant parties have the same understanding of the best approach for these developments in Cornwall.”

The draft Landscape Strategy and Guidance for Wind Turbines in Looe River Valleys is as follows:
The landscape strategy is for a landscape with occasional single turbines associated with existing buildings – comprising very small scale turbines in most of the LCA (possibly small scale in the less steep valleys north of Looe Mills). There may be several individual very small wind turbines in the LCA, but these should be clearly separated so that, although each wind energy development influences the perception of the landscape at close proximity, collectively they do not have a defining influence on the overall experience of the landscape.

Cornwall Council is also seeking views on two scoping documents which have been drafted for:
·      The Mineral Safeguarding Development Plan Document (DPD) – which aims to protect important mineral resources, and;
·      Allocations Development Plan Document (DPD) – which looks at where to allocate strategically important sites for housing, employment and infrastructure, as well as protect existing important employment sites.

Planning application for a single medium scale wind turbine on a 50m tower 

Land At Tremaine Farm, Pelynt, Looe, Cornwall PL13 2LT


There is currently a proposal to erect a 77 metre high turbine next to the B3359 road at Tremaine Cross (the main road into Looe via Pelynt).

This is the first by the developer in the area and will be followed by others if this first one gets the go-ahead.

It would not only be an enormous blot on the landscape that would blight the immediate area, it would also have a detrimental effect on visitors to Looe giving them the impression of an industrialised setting, thus adversely affecting the whole tourism industry.

Message from a Looe resident...

Dear All,

Your help is required in objecting to Cornwall County Planning Application PA13/02350. It is proposed to build a very large wind turbine (50mtr tower total height nearly 70mtrs) at Tremaine Green. Nr Looe. This will kill many holiday businesses in the area and I am led to believe it can be viewed in Lower Fowey as it is so tall. Not only does the construction mar and despoil an area of outstanding beauty it will ruin a number of businesses that bring valuable spending power in to Looe and Polperro.

Apart from overwhelming the local countryside by it's size there is a major noise issue. Firstly the constant whine of the turbine only 0.1 within permitted limits so very borderline. There is the problem of resonance ie :- When the turbine blade compresses air as it passes the mast it makes a resounding thump, a noise that can be heard a kilometre a way. No laws or guide lines exist to control this effect only your objection.

Our area has experienced a sad and sorry time, landslips with tragic consequences, road closures in force maybe the main road in closed indefinitely. Do you want to see more blight on beleaguered businesses ? Please help by registering your objection via Cornwall Planning web site application number PA13/02350.
